CELL PHONES

Starting this school year, a new Texas state law (HB 1481) takes effect prohibiting the use of personal communication devices at any time during the school day (7:50-3:56). A personal communication device is:

  • Cell Phone

  • Smartwatch

  • Personal Tablet of any kind

  • AirPods

  • Pager or other electronic communication device

Phones must be stored away in the student’s backpack during the school day and MAY NOT be brought out at any time, including lunch and passing periods. Disciplinary consequences will be applied and are outlined in the handbook. A brief summary of the discipline is as follows:

  • 1st offense - phone is taken up and student issued a warning. Parent may pick up the student’s phone

  • 2nd offense - phone is taken up and student is issued 1 day of ISS (In-school suspension). Parent may pick up the student’s phone. Intervention plan developed to limit further offenses.

  • 3rd offense - phone is taken up and student is issued 3 days of ISS. Parent/administrator conference is scheduled. Further Intervention methods discussed to avoid further discipline.

  •  Parent may pick up the student’s phone.

  • 4th offense - phone is taken up and student issued 5 days of ISS. Parent conference to discuss further disciplinary action.

EXCEPTIONS

  • A student has an IEP or 504 Plan that requires device access

  • A physician’s order is on file for a medical need

  • A school administrator grants permission for safety or legal reasons.

TRACKING TARDIES

As we begin another productive school year, I want to take a moment to emphasize the importance of students being on time to class each day. At CSHS, we are closely monitoring student attendance and punctuality, and we ask for your support in reinforcing this expectation at home.

Promptness is more than just a habit—it’s a skill that directly impacts a student’s academic success and overall discipline. Research consistently shows that students who are consistently on time to class perform better academically, develop stronger relationships with their peers and teachers, and experience lower levels of stress. Each minute missed is a missed opportunity for learning, connection, and engagement.

Being on time to each class sets the tone for that class period and sends a clear message: “I am ready to learn.” In contrast, tardiness often leads to a rushed, distracted start, making it harder for students to fully engage with the lesson and keep pace with their peers.

As we track attendance and promptness across all grade levels and in every period, our goal is not just to hold students accountable but to support them in developing lifelong habits of responsibility and professionalism. These skills are critical not only in high school but in college, the workplace, and beyond.

Thank you for your continued partnership and for helping us cultivate a culture of excellence, responsibility, and respect.
